When does the pubescent voice change entirely? I'm fifteen and have a fairly low voice, my voice teacher said

that is was suprising that my voice was as low as it was considering I was only fifteen. She said I'd end up as a bass. Well my voice has dropped down to the bass register but after a day it so it goes back up to where it was. That's natural but when on average does the male voice change completely?

The time limit for your voice to go through it's final stage (the lowest it will be) takes from one to ten months. So figure out how long ago your reached bass for the first time and count ahead by ten months...that is the latest that your voice should become permanent.

The entire process goes through 3 phases:
Midvoice 1 usually lasts 1 to 5 months but can last up to 12 months.
Midvoice II usually lasts 12 to 13 months.
Midvoice III usually lasts 1 to 10 months.

All boys go through voice changes started at approximately 12 years of age and ending during their 15th year. So, by the time you turn 16 your voice changes will be complete.
