You got a fungus! Try soap and water and a jock itch medicine. It's that or you have gangrene. In that case the doctor will have to remove it and your testicles.
Or did you dip it in a place with green dye or paint?

You really should be evaluated by DR. It could be a fungus, as previous answer said, but you need to know if it is only outside on the skin---or if it is some sort of internal problem.
Get it checked.
