be patient. If you do not see any changes by 16, I would go to the doctor. Everyone matures at a different age and stage. I understand your stress, especially from peer pressure. When I was 14, I was not showing signs, but few months later it came along, although I am still small in size compared to most men.
If you are really worried and causing stress, there is nothing wrong with asking your doctor. He can run some medical tests to see what is wrong, if anything.

Don't worry things will happen in its own time. Since you are a late starter you will continue to develop until 20 or so. Or you may go fast once you start. You need to be masturbating though. measure your penis. Some people do hit puberty and dont change around their penis. If your penis is bigger than 4 inches you probably have gone through puberty. Masturbate often. The more orgasms you have the faster the puberty proccess will go. Good luck.

Some guys just mature much more rapidly than others--I started shaving daily when I was 13, best friend was barely shaving when he graduated from high school and I had a full beard and moustache. My brotherinlaw didn't hit puberty until he was about your age, was always the shortest and had no facial hair--natural blonde--and then grew a full foot in one year and he was the tallest guy in his class when he graduated.
