I'm 25 and still don't have a full beard. It varies, some people get beards at age 13. its crazy.

Depends on the guy and his genetics. I started shaving at 13, but I am hairy. About half of my class in HS at 16 were shaving, though only about 25% really needed to shave daily. Some guys had not even developed sideburns until we were about 17 or 18--again, depends on genetics, from both sides of the family. Mom's male siblings or father may be quite hairy, Dad may be fairly hairless-- and you could inherit the traits of both or either-- I have a cousin who is fairly hairy, but his brother is not.
