Depends on the age. It could be a bladder infection or a problem related to the prostate. He should get a urine test to rule out and infection and a urologist to evaluate the prostate. Sounds more bladder related from your very brief description.

it sounds to me like he has a bladder infection or maybe is having prostate trouble. i would definately take him to another doctor and have a simple urine test done to check for infection. this doctor can then recommend medicine for this or other tests in there is no infection. i wouldn't wait!
you might want to see another doctor for advise, that is irresponsible doctor if he did not examine him.
What about an enlarged prostate? It slow down peeing.
Enlarged prostate would be my first guess. Going often, weak flow, inability to completely empty the bladder are all symptoms of enlarged prostate.
