IS this pedaphila or sexual harassment?

My grandpa has come to live with us 2 weeks ago. And my sister told me just yesterday that my grandpa told her she has nice boobs. I am scared to be near him now. My sister is only 12 years old she doesn't know anything about inappropriate touching. yet,so she didn't know it was wrong. And when he plays with my sister he touches her around her armpit which is close to her boobs. Am I just being paranoid? My family has a history of rape (my uncle raped my brother). So what should I do? By the way I did tell my mom but all she said was: just stay away from him. My grandpa is very racist he hates black people.He calls them black idiots who are white people's slaves. And fat people. He says fat people should be kileld by God. Although he is well over 110 kg which is 243 pounds.

Your mother is right to stay away from him. Why doesn't your 12 year old sister know about inappropriate touching yet? Tell her and tell her to stay away from Gramps. Do not be afraid to tell Gramps that you have told your mom and whenever he gets close to you make sure he knows that you are on to him and that he will not get away with anything. Make a huge fuss about it. This is called incest. Im concerned that your mother is so lax about the whole thing since your brother has already been harmed. Gramps should find another place to live. Protect yourself and your sister! Be prepared if you get the authorities involved. Families tend to stick together on these things and don't want to air their dirty little relatives in public.
