If I happen to catch my 12 year old son masturbating. I would excuse my self and apologize for interrupting his privacy and leave immediately so he could compose himself from being embarrassed. Later I would ask to talk with him to let him know that masturbation is okay and that all men do it. That it is a form of personal sex called solo sex or single sex and should be done in private and kept personal. I would then ask him a few questions to see if he had all the correct information and if not would make sure that he knows how with out hurting himself, knows how to clean up, and knows how to keep it private and personal. I would then assure him that as an adult I would not try to invade his privacy and that I hope he would respect mine. And that we will need to talk about other aspects of sex as the need arises.

I am a single Dad, and although I have not "caught" my 15 year old son (and I hope I don't as it could be very embarrassing for both), it is normal, and I have always told him so. I wouldn't say anything different, as some kids mature earlier that others. That's when I started, as I was interested in girls even earlier than that. Tell him it is normal and OK, but not to do it in public, and use a tissue or something to catch his emissions so as not to make a mess. The most important thing is not to shame him for this, as it could effect his development in the future. Reassure him it is OK, and you are not mad at him.
