It's not the chlorine, it's the temperature. The "shrinkage" is a natural reaction to cold. Sperm production is sensitive to temperature, so male genitals move closer to or further from the pelvis as needed to maintain the temperature. When it's cold, they move in somewhat where it's warmer, and when it's hot, they move outward to help keep from absorbing too much body heat.
Your testicles must be kept at 34 degrees celcius, 3 degrees colder than the rest of your body. When it gets cold out (like in a pool), your scrotum tightens to bring your testicles closer to your body to warm them up. One of the muscles involved in this scrotum tightening is also connected to the portion of your penis inside your body (about 1/3), drawing it further into you as well.

So, the effect on you is because of the temperature... I doubt that this happen to you in warm water...
