Spending too much what? Money? Calories?
If you are underweight you need to up your calorie intake in a sensible way - have an extra helping of pasta or rice or two bread rolls instead of one. Munch. But munch on nuts and dried fruit. Eat between meals but make sure it is protein packed and low fat. Don't move around so much, but fit in a exercise programme for toning and shaping your muscles and go for 15 minute walks twice a day.
Make sure you put enough calories into your body to replace the ones you lose, and then keep a diary about it, and gradually increase the input so you will gain the weight.
Put your feet up whenever you can and try to be a couch potato, but still be concerned about what you eat. Nibbling throughout the day is good.
Don't think that sugars and fat will be the answer; they will make you feel worse. But increase your carbohydrates by eating more brown rice, more wholewheat bread etc.
It isn't easy, but it can be done. Good Luck!

You could always buy some muscle building drink powder (the ones that come in the BIG tubs).you may have to fork out a few pennies but they last for a good few months.
Eat lots of protein and carbs.
McDonalds are cheap and fattening. You could gain by eating them a lot.
A couple of bottles of stout or Guinness a day.
try eating a little bit extra each time you sit down for a meal. if you are on the go all the time you may benefit from eating little and often. drinking a pint of milk a day will help also eating two eggs a day.
