There are any number of things it could be. Number one thing get your dog a flea collar and you're going to have to get rid of the fleas in your home. Use the carpet treatment for fleas and also vacuum every day for several days. Now, back to your bump, it could be a flea bite but I never had any that got swollen. Just a little itchy and red. It could be a hair follicle that's infected. It could be a pimple. It could be anything. Give it a few days and if it's not better go see a doctor.

If it's sore to the touch, then it sounds like Herpes, but hopefully not. Go to google images, and search for herpes, and see if your bumps look like those on the pics. Good luck.
