i'm 13 and when my penis is down its about 3.5 cm and the last .5 is just slack of skin but when its erect its about 5 cm and the last .1 is skin is this too small is there home treatments that i can do.

What the hell is wrong with you?! you should be reading a book instead of measuring your penis. Nobody cares how long your penis is. Don't you have some chores to do?!! It does not really matter how big it is when it is "relaxed". More relevant is when it is erect. My husband (who is amazing in bed) is not very big when he is "relaxed" but gets very firm and satisfying when he is excited!
