Not true, it's an old wive's tale. The hair is a dead thing and has no knowledge that it is long or short or cut or not. Body hair starts to grow faster with maturity and your new hormones. It will get fuller with time, that's the only way.

I doubt it. I shave twice a day and my beard is no thicker for it.

If you are young, 13-16, then it will grow back very quick after you shave it...but if you're not, then it won't grow back quick.
