No, you can do them both at the same time. To burn fat faster you should have a weight routine and a cardio routine together.
When in my cutting cycle, I lower the weight, up the reps / sets and double my cardio at the same time adjusting my protein,carb and fat ratios..not cutting calories per say, just adjusting the ratio's
While "joe" is correct for bulking for the most part, you should do this first before trying to "bulk up". You want to get your muscles, bones and tendons "used" to handling abnormal loads vs. going in green, slapping 200lb on a bench and then killing yourself.
Strengthen your body core and major groups by doing compound exercises - squats, lunges, dead lifts, military press, good mornings, rows, pull ups.
THEN worry about increasing calories and weight.
Be sure to drink lots of water, take a good multi vitamin

No way.It is useful to consume a surplus of calories while trying to add muscle.The best thing you can do is train in cycles.Do about 60 days bulking cycle then if you think you aren't lean enough do a 30 day slimming cycle.You must continue a high protein diet during both or you risk losing the muscle that you have.Consume plenty of protein and carbs with some fat during a bulking cycle and cut back the carbs by about half or more during a slimming cycle.Eat 6 times a day during both.I have way more info and no more room so see my best answers for more info.Good luck
Really depends on your situation. If you're predominantly an endomorph, ie. a person who is gentically inclined to gain fat and muscle fast, then you should concentrate on shedding the fat first and then try to bulk. This approach works best for me as I am an endo-mesomorph.
On the other hand if you are an ectomorph (or hardgainer) eat a calorie surplus diet with protein and carbs with enough good fats. Once you've reached a few pounds above your ideal weight, you can start the cutting phase and go for a calorie deficient diet with low to medium carbs
