Establish a training schedule. It may help to have a final aim in mind, either a running event or a personal goal, but either will give you something to work towards.
To increase pace you need to train at an increased pace. Instead of trying to run for a long period at a fast pace include sessions that push your fitness in short periods. Some examples being:
Fartlek training : periods of slow, medium and fast pace. 3 minutes slow, 2 minutes medium, 1 minute fast, repeat the process.
Hill Training : Run fast 200m uphill, jog/walk back, run uphill again, etc...
Sprints : 1 minute as fast as possible, rest/walk 30 seconds/1 minutes, repeat.
Push yourself, recover, push yourself. Include some sessions like this in your running and it will help improve your pace as you become used to working at higher breathing and heart rates.

let the legs do the work
Enter into a fun run or the like so that you have an aim and something without pressure to keep motivated. This way you can just 'up' the pace for 2 mins per jog, then 5 mins etc etc. This will slowly increase fitness so you can keep up a pace for longer.
