Your penis does not actually shrink as you gain weight, but the proportion that is externally visible appears to shrink. The base is attached along your pubic rim, so the length is "fixed." Your fat accumulates in the tissue next to your penis, bringing the external base out, while the end stays the same distance away from you, making the external length less.
I hope that makes sense. Women actually can have the same thing and some women that have been heavy and lose weight complain that their labia minora seem to be growing, when they are simply starting to be more exposed from out under the fat layer.
