Answers:
For starters, I like your routine.you aren't trying to use crazy high weights and the reps are do-able, though this workout will make you good and tired at 16. Keep feeding the muscle with protein. Stick to the plan and you will begin to see a difference; however, 3 weeks isn't going to make you look like Arnold, but it will help you get defined, which is a good look at your age. Wait until you get a little older to try to bulk up significantly with higher weights. you will find that your current workouts plus some help from Mother Nature will improve your physique very nicely. Keep on your routine, stick with it throughout the year, increase the weight slightly when the reps become a lot easier to do. Also, do some good cardio work.biking, running, stuff like that. But don't overdo it.it's not going to magically happen overnight. If you injure something trying to do more weight or reps than you can handle, then recovery will set back your schedule.

PS. be sure to stay hydrated.drink plenty of water. Hope all this helped. Good Luck

Other Answers:
use the 20 pound weight for bicept and tricept reps and it doesnt matter if you cant do it 100 times.

You can get something, but youre not gonig to look like the hulk. your best bet is to just keep it up all summer. increase your weight and reps once they become too easy for you.

i wouldnt do anymore than youre doing right now. not for a few weeks anyway, you could over stress your body and send it into starvation mode.

Great workout! But unfortunately your metabolism is going faster than you can to put on weight. Therefore your best bet is to continue to eat healthy, continue the workout, and enjoy the muscle tone that you already have. Being thin/skinny at your age is not a bad thing. Stop looking at magazines with guys who are muscular.some are real and some are airbrushed. You have to have body weight to build bulk that's what bulk is. You are just building definition,or defining your muscles with cuts to the edges and toning. You will have that lean chiselled look going for you, but no bulk.
I weigh 185 pounds and am ready to restart my weight training for definition to shape my bulk. I stand 6 foot even.
You need to put on some good body weight for the power lifting to work for you.
