How can I improve my cardio in about 2 weeks. I need to run 1.5 miles in 16 min. Thanks?

Depends on where you are now. For a person in decent shape this doesn't seem too difficult.

Try intervel runs - run really fast for 45 secs then walk/jog for 45. If you are running on track sprint for the straight, long parts and walk/jog the curved part of the track.

Mix this routine with full 1.5-2 mile runs at constant speed
