there prolly dried smegma, try cleaning your penis from time to time... though smegma has its (prolly) use, but it usually causes the bad smell. if you have sex without cleaning your smegma, it might casue an infection to your chick.
okay - first of all... you should be retracting that EVERY DAY and cleaning it in the shower. What you see is probably just gunk that is caught in there that isn't getting washed out.
Second... are you sexually active? Those white flakes could be the woman's *** that is dried in there since it didn't get washed off. Also, it could be a yeast infection. Those are common in areas that are warm, moist and dark - and yes, men can get them.

well if that is the first time you exposed the glands it is going to be pretty nasty and probably stinky. You need to pull it back every time you use the rest room and when you take a shower and clean it real good with soap and water

most likely it is what they call smegma. This is what builds up if you don't wash under the foreskin everyday. You don't have phimosis as this is where you cant pull the skin back at all. Just wash it off when you have a shower each day and don't forget to pull the skin back when you pee.
