no. ppl an change the positions of their penis in their underwear, when u wear ur underwear make sure ur penis points upwards and in a few months ur penis will starts shaping that way. also it depends on the penis size. when i was 13 (now i'm 15) my penis was 4 1/2 inches long flaccid and 7 3/4 inches erect so it was easy to shape it cuz it was so big.
