That's just a generalization. There's short foreskins and long ones. There's loose circumcisions and tight ones.
The foreskin in an uncircumcised guy slides back if you pull it and also when hard.

Circumcision is when you remove the foreskin. If you've seen pictures or drawings of a penis that has a little slit at the end and where the head is smooth and maybe reddish that is a circumcised penis. A natural penis would have normal skin all the way to the tip, and a circular hole at the end instead of a slit.
Circumcision is done either for religious reasons (in the case of Jews and Muslims) or often it's done in infancy because it's supposed to be more hygenic (in a natural penis fluid builds up between the foreskin and the skin underneath and that can sometimes cause problems). But really, the hygene benefit is marginal (few circumcised men actually have any problems) and there are significant downsides. The under-skin is less sensitive than the foreskin so circumcision reduces penis sensation, and... well, it involves cutting off part of your penis, which can lead to complications. Thankfully the procedure is becoming less popular in the US as time passes.
It is a penis with some foreskin snipped off. Most parents have this done to their infant sons. It protects your penis from dirt, infection, and icky crap that can gather in uncircumcised nooks and crannies.
