Well I guess its normal. Different people have different ways their pubic hairs grow. Some people have very scarcely grown hair , while others have hair on the whole of their pubic area. Some have hair growing right up to the middle of the penis length. So don't worry so much. Don't you try to shave it or will end up like wire-brush!
