Until recently, circumcision has been performed due to religious beliefs. All muslim and jewish boys are circumsized. This is part of their religion, and it is a rite of passage. In India, I would say that 100% of the male Muslim population is circumsized. That amounts to about 300 million people. Most (over 90%) of the Hindu males are not circumcised. That amounts to about 700 million men.
The Hindus do not believe that circumcision is a necessary religious rite. So to answer your question, it depends on the religion of the man from India.

I would say generally not because most of them are Hindu and Hindus generally don't do it. However their Muslim population would be.
I saw a film "Earth" set during the split into India/Pakistan; one man had to convert to Islam to not be killed and the way they checked this was to see if he had been circumcised.
