There are many routes you can take, but the best one would have to be to ingest some form of protein before working out (obviously other than meat). You can drink protein shakes from a juice bar or just eat beans (and eggs if you can). There are also supplements sold by stores like GNC that can help build muscle and are not made with animal parts, take Creatine.

What everyone is hinting at here -- but not actually saying -- is that it's important to eat lots of protein to gain muscle. The average person needs 40-50 grams a day (two decks of cards worth of meat). Since you don't eat meat, this will be a challenge for many reasons. For one, meat has more protein in it than pretty much anything else. In addition, protein is made up of amino acids. There are two kinds of amino acids: essential and non-essential. You naturally make the non-essential ones (assuming you're not starving yourself). The essential ones have to be consumed. It's thus very important as a vegetarian (and especially as one who is trying to pack on some muscle) to get every essential amino acid every day. The only way to get all of them is from animal-derived products.
If you're not a vegan, drink a lot of milk. Milk is seriously healthy for you, and has all of the essential amino acids.
Eggs also have a lot of protein in them.
If you don't eat any animal products at all, here are some other food combinations:
- Beans and rice -- or any legume and grain. It's a staple for a reason.
- Legumes with nuts and seeds
- Legumes with corn
- Whole wheat bread with peanut butter
You should also eat soy products (however, milk is better for building muscle, it has been recently shown -- we're just not totally sure why)

Cook with pulses, especially lentils. Lentils are very high in protein, that's why they're used lots in India where a large proportion of the population is vegetarian.
C'mon dude, why are you a veggie? It is not healthy for a guy to be a veggy at all. I am not supposed to eat meat (being a Hindu) but I still do because meat is very important for male health. Anyway, answer to your questiom:

I'd recommend avoiding soya. It's not been consumed in it's present form long enough to know the long-term effects. Theories abound that the phytoestrogens in soya may supress thyroid function (essential for testosterone production) and the oestrogens can cause, among other things, bloating.

Whey protein is the most efficiently absorbed protein and I'd recommend that if you want to seriously bulk up.
I've read many sources stating 1gram of protein per lb that you weigh but I've found that a bit of a commitment. Plus you have to eat carbs at a ratio of 1 protein/4 carbs - again a lot!
Pulses, nuts (including peanut butter), sprouted beans, legumes, cheese and milk are all good sources of protein.

From personal experience it is possible to bulk up on a vegetarian diet, I did so with 4 shakes a day, working out 3 times a week, use heavy weights/low reps to bulk up.
