There are a lot of factors that play into this. Unusual, yes. Rare, no. You didn't mention your race as this plays a factor. Some races naturally have more hair then others. Some don't even see a lot of hair until they are in their 20's. You will probably get hair eventually and depending on your lifestyle, you may start shaving it off anyway!
It is not rare...nor abnormal.

How much hair we have and where and when is usually a matter of the genes we inherited, plus some individual quirks.

no dont even worry about it, im a 16 year old girl, and from a girls perspective, i dont think its rare, or bad or anything. some girls think its hot. so dont worry be happy.
I have very little and it doesn´t worry me in the least.
