My 12.5 year old son got qite a noticeable moustache because hes hispanic is it ok to let him shave?

He's still a boy and sincerely a mustache sounds so strange at that age, independently from the race! There is time for him to show his manhood despite that's not necessary or important! Despite you're his dad shouldn't encroach his life just taking by yourself such decision about his own will! He should be free to choose alone, at least about the shaving!
I think it is quite acceptable to let your son shave if he wants to. I wouldn't make a big issue of it though.

Sure there is no reason he can't start shaving, if he has facial hair to cut. There is no health reason not to do it. I started shaving daily at 13 due to heavy beard growth, some guys are just hairier than others.
Of course it's okay to let him shave. Guys shave as soon as they need to, according to their grooming standards. It isn't a matter of age or what the calendar says, it's a matter of when they start sprouting whiskers and whether they look better clean-shaven or bearded or mustached.
