I am 15 years old.
Alright, I am concerned about two different factors of my penis.

The first thing i am concerned about is a continuation of little white bumps that have grown almost entirely up both sides of my penis. They stop almost all the way up my foreskin. I was told that these bumps are where hair will eventually grow, but i am doubting that hair will grow that high up on my penis.

The next thing i am concerned about is not being circumsized. Being that i am only 15 years old, it makes me rather uncomfortable learning that I am the minority with this, being that uncircumsized is more uncommon, but i cannot see myself asking my parent to bring me to the doctor to have a circumcision done, being that it would be very awkward.

Any responses would be greatly appreciated!

The white bumps are hair follicle's growing in, so not to worry there. Yes as you get much older you'll be surprised where you will find hair growing. They will always be there, don't worry about totally normal. As for being uncircumcised what you will fine is that you will enjoy sex more than someone who has been circumcised because that extra inch of skin that embarrasses you is actually protecting you from becoming insensitive to touch. AS for feeling Awkward well that just comes with being 15, don't worry about what ya can't change.

if these white bumps is too small it is OK but if they are big and growing i think this is an infection about circumcision you can do it or not if you did not it is really OK and not of a problem but you have to care more about your hygiene and be more care full in sexual intercourse because you will be more susceptible to infections

First of all why do you keep saying "being"? Being uncircumcized is nothing to be concerned about.

Being uncircumcised is the norm in the rest of the world. And it's becoming a lot less popular in the USA now (we're the last developed nation doing it to newborns). In some states it's as low as 14%, so uncircumcised guys will be in the majority in those states in some years. You're just in the transition period.

Those spots you're talking about sound like Fordyce spots. Search for that on Google and see if the symptoms match yours. If so, that's what they are (and they're normal).

Take that into consideration. Your parents left you uncircumcised for a reason; they didn't want to to any irreversable cosmetic surgery on you that has so many risks. In other words, they wanted you to have a voice; after all it is your genitals. You should be thankful of that. You can choose to get circumcised or leave it alone. Most guys that get circumcised as adults are satisfied because they chose to get circumcised (because the foreskin was obviously giving them a problem; nobody goes to surgery just because). For example, I have an online friend who got circumcised just to fit in, and he deeply regrets it. On the other hand, I have a friend who had it done for medical reasons and he likes it (no reason why he wouldn't when he previously had problems, right?).
