Dry ejaculate perhaps. That smells a bit 'fishy' when it dries.
Try wiping off well with something moist after masturbation (if you do) and try urinating after you ejaculate (to prevent any leftover leaks).
If you sweat then it will smell.
Could be the puberty smell. Also remember the pubes absorbs the moisture in that area which also creates bacteria and odor. In part, that is why alot of guys trim and/or shave the pubes.
I don't know are you uncircumcised? I used to have that same fishy smell when i was uncircumcised even after cleaning and washing. I know what you mean. Well, after circumcision I've never had that problem again.

If you are uncircumcised you must pull your foreskin right back to expose the groove behind the head and wash it thoroughly several times a day. Even so you will always develop the fishy smell again no matter how aften you wash because smegma forms behind a foreskin again as a continuous process. Circumcised men do not have this problem and they also have better appearance, hygiene, comfort, self-esteem and FAR better sexual sensations during intercourse both for themselves and for their female partner(s)
Try bathing in a bath tub. That should take care of it.
