No. I don't see why it would.
Why should how large (or small) a guy is take away from having a lady pleasure him orally. The shorter ones penis is, the further a lady can take him comfortably in her mouth without hitting the gag reflex. Besides, the most pleasurable area on ones penis is the first 2 inches or so.
