there is no minimum length. you want to leave some space at the tip for the semen to go into anyways, and you just don't have to unroll it all the way if he's really short. length is really a non-issue, but if the penis is particularly narrow, that could make it easier for the condom to slip off.
The condom should go all the way to the base of the penis to prevent it slipping off or the semen leaking out the bottom. Also, condoms don't really come in difference lengths...so?
They do make different sizes. If condoms were one size fits all a lot of men would be in biiiig trouble.

I dont think it would matter shortness wise, the condom would just bunch up or roll up at his base. He'd have to make sure it didnt roll off all together ( beleive me it happens lol). But if he's superbig they make condoms for big guys.
Condoms come in a variety of sizes... it shouldn't matter how "long your guy is". Because you roll them upwards... I really don't think it'd matter.
