Some people, male and female, mature slower than others. At 14 you're still pretty young. I know it's difficult but try to be patient. When it does happen it will happen quick; guys mature really, really fast once it starts happening. My son got 8 inches taller in about 2 years.

there are harmonal changes still takin place in ur body brother . give it some time and have nutritious food which should supplement ur body growth . try and follow these few steps and everything should be normal.
ideally speaking u r still growing . 14 years of age ... ur not technically grownup .
sometimes ... in few cases the harmonal changes jumpstart a bit late as compared to others ... its perfectly OK ... dont worry...
else there is also one possibility brother .. the size of ur Penis .. is small... dnt worry many people hav this issue .. bt plz dnt take it in a wrong way ..., give it time.. build up confidence in urself and let things happen smoothly ...!

be Patient, it'll grow you're still young, your penis will keep growing until the age of 18 or 19, if your voice just starting to change then your penis should start to grow BUT don't measure it every day you'll only get frustrated. Give it a couple of months before you check it next time... :)
