It's totally normal, and very common in teenagers, for there to be bumps, pimples, or different-colored spots on the penis. Tey going to the doctor... it's probably not and STD if your still a virgin but if you have gotten oral it might be possible. Go get it checked out. That would probably be your best bet.
just check with ur doctor. its difficult to tell just by a description and also it wouldnt be good if someone give u the wrong idea.
Could be anything from flea bites to poison oak or ivy, to genital warts to some form of herpes. Even a virgin can contract certain strains of herpes just through hand contact with an infected person, using the same soap or shower implements as an infected person (like in Gym class when you shower... touching contaminated shower knobs), to even swimming in an improperly-cleaned pool where infected people have been swimming.
Or maybe you're just not keeping it clean enough.
