My testicle flaccid down most of the time?someone know why?

hi im a male 19 years older,i think i hold a problem with my testicle,most of the time it is down floppy,instead of firm and round it is-hanging down.there are some times when it is firm and round and nice,approaching when i am cold,or when i have to nick a **** or poo,then it regain its shape.

what is the problem with me?it is the so-called hernia?is nearby no natural cure-like wearing apt underwear all the time?is this reversible?for the information i enjoy been within this state few years now-3 or 4 years.help me some1.thx in the past and after.
