Working out will increase testosterone - not just on the legs. I think you were probably told that because the legs are the largest amount of lean-body mass we have in one-place and is therefore effective for working out with the purpose of hormonal stimulation.
I would recommend a lot of cardio and for weights, any exercise that requires a lot of effort. It doesn't matter if it's the exercise where you can do the most weight. It's all subjective, just push your body to it's limit (not beyond) and you'll stimuate the adrenal glands and the pituitary.
