You get abs when your born
do alot of sit ups or you can hold your body with your arms like on a chin up bar and just lift your legs straight out
everyone has abs, there is just a layer of fat over them. Do an hour of cardio a day to melt the fat away from your stomache. If that is gone do 100 crunches on one of those big exercise balls a day and you will get abs within a month. You can really eat anything you want while doing this, just stay away from alchohal if you can because they will negate everything.

Your abs are muscles just like your biceps, pectorals, triceps, etc; however, they are the one muscle group that most people want -- and many don't know the way to get them properly.

Sure, there are people out there who will say do 1000 crunches a day and you'll get abs, sadly -- they're mistaken. There are in all actuality three things that HAVE to be taken into account when it comes to your abs. Those are:

Genetics
Stimulation
Diet

Genetics decide whether or not you have small abs, long abs, muscular/petruding abs, or more sleek/defined abs.

Stimulation is exercise, that's where crunches, weighted crunches, oblique work, and cardio come into play. Since the abs are stimulated just like any other muscle group, they can grow also -- which is where you need to be careful. Large abdominal muscles make the illusion that you're sticking your gut out, even if you're ripped your midsection will seem large.

Cardio and light weight work (weighted crunches, leg lifts) would be my recommendation starting out, but you may get discouraged by the lack of results -- which brings me to the last factor, diet.

Since you have a "sheet" of fat covering your midsection, even if you're abs are muscular and huge -- with the fat on top of them you wouldn't be able to see them at all. Diet plays an integral role in ab development because you're eliminating the covering of fat that hides all of your good work. By burning more calories than you take in, you're losing fat not only by not over-consuming foods, but by making your body replace the nutrients and fibers with what you have stored already. Also, water can bloat, but you should still get your recommended amount per day without worrying about how it'll make your abs look.

So in all, your main priorities should be:

Cardio
Diet
Direct Stimulation
