That is the way it is with some men. The foreskin completely covers the glans. (head of the penis) If it is not painful and you don't get any infections under the foreskin usually it is just left that way. If you are really distressed about it, the doctor can perform a circumcision, and trim a little of the foreskin off. It is a common simple procedure that quite a few adult men have done, usually because of infections or pain because it is too tight. 50 years ago almost all boys were circumcised as babies but it has fallen out of fashion the last 25 years or so. Oh yeah. Don't listen to the guy ahead of me. That is totally wrong. I have been married twice, the mother of 3 sons and an RN for 20 years. I have probably seen thousands of penises so I know a bit on the subject.

Why should'nt someone have sex if theyre only 19? If theyre doing it safely then its fine. And well i dont know the answer to your question because i was circumsized.

You should be able to retract your foreskin so the entire glans can be exposed. If not then your foreskin might be a bit too tight/narrow, a condition called phimosis. Fortunately this condition is also fairly easy to treat and "cure."
The first thing you should try are called stretching exercises. See link 1 for good and detailed instructions on what to do. You should do those exercises for a few minutes each day for a few weeks to a month, preferably right after a shower/bath when the foreskin's most flexible.
If after a month and there's little/no progress, you could ask a doctor for certain prescription creams that'll help loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of the links). Be aware that the creams may take up to a month or more for the full effect, but you can generally speed things up a bit if you combine them with the stretching exercises.
In almost all cases of phimosis the above two treatments or a combination of the two are all that's necessary. Very rarely will any kind of surgery be needed, so you can disregard any comments that say surgery is the first/only option.
You'll find that if you can pull back your foreskin all the way, things will feel much better. See the remaining links for more info and good luck with whatever you decide to do.
Oh, and 5.7 inches is well with in the "average" size range, ranging from 5 to 6.5 inches. Don't worry about the size of your penis too much unless it's significantly less than 5 inches or so.
Enjoy it!! Nor does my foreskin completely open, and many of the guys wish theirs wouldn't also. You see the foreskin is meant to keep moisture around the head of your penis. Yours is working perfectly, so leave it alone.

Foreskin that won't retract can easily be stretched to allow it to slide back off the glans/head easily by doing some stretching exercises. Two methods - try the first for a whiel to loosen it up enough to progress to method 2.
1. Get erect and retract as far as you can; just to th epoint wher eit hurts a bit. hold for a minute or two, release for a minute and repeat several times. Do this several times a day.
2. Insert one finger form each hand under the tip of your foreskin and pull outward just to where it starts to hurt. ?Here too, hold for a bit, release for a minute and repeat. Do this one several times a day as well.
If after a month or three you see no progress, ask yoru doctor for a steroidal cream that will help the foreskin stretch.
As for your length, it is fine. The average erect human penis is just shy of 6 inches so you measure up quite nicely. all you need to do is keep it clean and in good working order and learn to use it to best advantage and you will be fine.
