There's something strange with my penis?

Question:

I'm 13 and the little opening on the head of my penis (known as the pee hole or the urethra) has a dark ring of skin around it. Its been there ever since I can remember. Its never pained me and its never annoyed me, but does anyone know what this is? Its a ring of dark skin around the hole and a dark line stretches from it downward, to the bottom of my shaft to my scrotum. What is this?

I guess you should go get it cheaked from a doctor since this doesnt really seem to normal n TRUST ME IVE SEEN ENOUGH:P haha well yea i guess get it cheaked since it might start to bother u or if u get older it might really be a prob n u might not get to ****:P im serious
