Actually.. it is not that at all.. it's a build up of "lint" (as they say) under the foreskin of a penis. You should wash that gunk out daily.
It's dead skin or lint that can develop on the penis. However, if you take a few seconds when you shower to pull back the skin and rub the head you should never get it (I don't). Females can also get it. All animals produce it including humans.
