I also assume that you have not converted to Judaism or become a Moslem.
It therefore must be being done for "cosmetic"reasons.
No operation is without a risk and therefore a doctor must feel that there is a valid and ethical reason before he performs it.
Your GP is the best bet-he will know and speak to the surgeon if he feels that it is justified

try your doctor if no luck with him change your religion and go see your local rabbi may be he can help
Ask your Doctor to recommend someone. I had it done a long time ago age 17 and It's much more hygienic. Its a bit painful for about a week or two after but I am not sorry I had it done.
Cheers and good luck I was only hospitalized overnight but that was a long time ago I think by to days standards it will be done there and then in and out so to speak.
I am surprised Bupa wouldn't do it privately. What reason did they give you for not doing it?
