Really, there is no "Latest" age people start to shave. Some people choose to do it as soon as they get a tiny mustache, and some choose not to do it until their hair is extremely noticeable. Also, some beliefs prevent people from shaving, or simply not being allowed. Shave when you are ready to, thats the right age.
Some never shave!

I had a school friend that wasn't allowed to shave until she was 14. She started her period when she was 10 and definitely had hair to shave those four years but her dad wouldn't let her. Poor thing!
And I also know a 27 (I think) year old woman that is American like me, but does the European thing... no shaving! Not even the pits! Oh and she doesn't wear deodorant either. But we all love her!!
it took me till I was 18. I'm 19 now :P
