Often male voice is linked with the demeanor and way to be too. Probably your sexual development concerning the secondary sexual characters isn't yet ended. Anyway, if you feel to be "male" and "straight" at 100% there's nothing to be worried and only have to wait with calm.

You're just more than likely a "late bloomer"...your voice will get deeper when you go through the stages of puberty. For some boys, this comes later than for others. My step brother didn't go through these changes until he was 16. My step mom had taken him to the doctor to see if something was wrong, but he was just fine. It's probably nothing at all to worry about. Everyone develops at his/her own pace. It's frustrating when your development comes later than most others, but you'll be fine.
