What's wrong? You (and me) are still young, and our armpit hair will grow within the next few years. I already have got my pubic hair already.
Don't rush things my young grass-hopper. Its perfectly normal, your still young. Give your body about two years and you too will have tons of body hair.

I'm 30 and don't have any also. So much better than fighting with body odor and hair. Much easier to clean.
