When I was 12 (I'm 18 now) I had the same problem. This is especially common if you never pulled it back to wash the head when you were younger.
It's pretty easy to fix. Surgery is rarely needed. I didn't even go to the doctor for it (chances are they would have suggested surgery/circumcision for the money...).
Anyways, when you shower, just pull it back the most you can without pain, then rub the head so you wash it. That'll encourage the foreskin to both stretch and to separate from the head. Make sure you do it each time you shower though. After a few weeks you should see a difference. =)

go to doctor, this sometimes needs to be surgically corrected and may become an emergency if it retracts and cuts off blood supply, get it checked out..
You could take your shmeckie to the shmeckie doctor, but i think that is normal for some uncut guys.
It sound to me like you have a redudant prepuce, which is an extra long forskin. It's up to you what you want to do about it, i wouldn't rule out getting circumcised.
