Your testicles grow substantially early in your puberty. As to dropping, that is really a misnomer; your balls drop usually at or near birth from the groin where they develop. In rare instances they may not descend until much later, but a pediatrician and your mother would have noticed that. Some people use the term "balls dropped" to say that the balls have simply sexually developed and grown, so are much more prominent.
Getting bigger or dropping? The get bigger during puberty and adolescence, usually between 12 and 19.
"Dropping" means descending down out of the abdomen, which they should do right after you're born. If they don't, if one or both stay up inside your abdomen, they can get diseased and cause problems and need to be put into place surgically before that happens. It doesn't have anything to do with being higher or lower, which is just your scrotum's (ball sac) way of maintaining their temperature.
