if they are small bumbs it should be okay. if they are large or have anything coming out of them, like puss, then you might want to have a doctor look at it.
This might sound gross, but it may be acne.
If you have had unprotected sex it is possible STD, either way, go get checked out.
they are actually they beggining of Pubic hair on your penis. I had the same exact thing.
Hair will grow out of them eventually in a bout a month. once the hair grows they will be gone.
On the edge or rim of the head? If so, pearly penile papules. Normal and can't be passed.

Under the head, on the shaft? If so, possibly Fordyce spots. Also normal.
Right behind the head? Could just be dirty. Scrub it when you shower and see if they don't rub off over a few days.
