There are muscles that control the temperature inside your scotum. This is the way your body controls the temperature of your testicles. They'll hang loose and far away when you are too hot and bring the testilcles closer when you are cooler. If they where not moving up and down-close to/away from your body, the temperature of your testicles would be too hot/cold for sperm production. pretty cool actually.
dude like the dude above said depending on tempreture of your boys they will hang low or high and tight. It is normal for one to hang lower than the other so you are probibly normal. The issue is if one of your nuts is really high undescended. but if they are both in the sack and happy bouncing around your probibly okay.

They rarely hang down evenly--one always hangs lower, usually the left one. No one knows why, maybe so they have more room and dont squish each other or bang into each other.
