Ditch the water. Just start doing push ups. Do them in good form. Do them often. Do a variety of push up techniques... like really wide stance, really narrow, inbetween, fingertips facing in line with your body, or turned slightly either direction. If you have a weak arm/side put your strong one onto a book or football, that will help create mucscle balance.
Once you can do a lot of those, start hitting the weights, but that little setup of yours isn't likely to cut it, or be enough weight.
um. join a gym... get a personal trainer...
