A circumcised one has had the foreskin cut off. When erect they can look very similar, though since the foreskin slides up and down. Here's an illustration:

Non-circumcised mean the foreskin is still intact. In other words, there is extra skin over the penis, which all males are born with. Those of the Jewish faith have always circumcised their male children. Male children in the western world are circumcised for hygiene purposes.
