Is the dead skin under my foreskin bad? If I wash it off will it matter?

It depends, if it looks like a whitish cheesy substance than it's smegma, which mostly consists of dead skin cells and body oils. As long as you wash it away everyday during a shower/bath then it's not an issue.
Most guys will find that if they pull back their foreskins and wash the area underneath with water and a mild soap everyday, that smegma doesn't have time to buildup where one can see it. If you leave smegma alone for too long it could potentially get infected or cause irritation, so good genital hygiene is important.
Now, if it looks like a sheet or layer of dead skin along the surface of the foreskin, then it could be some kind of infection and you should see a doctor ASAP.
You shouldn't have dead skin under your foreskin. If you have any kind of buildup at all it is probably smegma which is a secreation that is produced by the glans. It would show up as a white flaky material. You should definetely wash this off if you see it because if you don't it will cause an unpleasent oder. That is why it's important to wash underneath your foreskin everytime you take a shower to prevent this from happening. If you do that on a regular basis, you shouldn't ever see smegma build up again.
