It is based on the parents feelings, In some religions it is to be done, and it keeps it clean.There are a Lot of health problems of uncircumcised men. It is done for health reasons and also for religious reasons. Also for cosmetic reasons. Uncircumcised males look stupid. Kind of like they have bologna wrapped around it.
BTW, "smeg" is a real word. I thought it was made up, but it wasn't. Its the pus like fluid that forms under the foreskin of uncircumsised males. It harbors bacteria and is where infections grow.
Also, some urinary infections are much more common in uncircumsised males.
