When you say permanently you have only two options, laser hair removal or electrolysis. They are expensive but worth it. Next to that, waxing is the best option.

Electrolysis is the only permanent way. Waxing lasts longer then shaving if you aren't rich. You'd have to be rich to do leg electrolysis.

Aculight is a form of laser hair removal that I am actually having done at the moment. I havent been doing it long, however have seen some positive results. It is a condensed form of light (or something) or a certain part of the light spectrometer. Not so sure. But anyway, it burns out the hair follicle. It works best on people with fair skin but with dark hair, which is the type I have. A course of six treatments is recommended, however it can vary. You also get money off when you buy a 'package' of treatments.
I'm not going to lie to you. it's very expensive, but very worth it! I have mine done at Saks but a lot of places use different types of laser treatment.
Also, look out for deals on the treatment costs. I managed to buy a six treatment plan at a 50% reduction!
